Postal Assistant (PA) and Sorting Assistant (SA) to be merged into a single cadre called India Post Associate (IPA) for Postal, RMS and CO/RO streams.
*Increase in supervisory posts:*
Supervisory strength to be 31.58% overall by raising RMS and CO/RO supervisory posts to 16.66%, resulting in upgradation of 1,565 posts with no extra financial burden. �
*Pyramidal grade structure:*
Cadre ratio to be maintained as
HSG-I : HSG-II : LSG : IPA = 1 : 3 : 9 : 27 for balanced promotions.
*Single recruitment & career path:*
Revised Recruitment Rules and training system with one entry channel and unified career.
*Phased implementation:*
Step-by-step filling of upgraded posts, fixation of inter-se seniority, and clear transitional arrangements. �
*Redefined supervisory roles:*
Supervisors to have both monitoring and operational duties to maintain efficiency at field level. �
*Financially neutral proposal:*
Changes to be managed mainly by redistribution of existing posts and use of officials already under MACP, complying with DoPT/DoE norms.

Transfers instructions
*Who will issue transfers and postings order up to HSG-II cadre*
As per Directorate F. No. 12/3/2023-SPN-II-DOP dated 21.11.2025; the following instructions are issued regarding transfer and posting orders:
1. *Approving Authority (up to HSG-II):*
The Divisional Head shall be the approving authority for transfers up to HSG-II cadre, in place of DPS (HQ/Region).
2. *Transfer Posting Committee (TPC):*
The TPC shall consist of three ASPs/IPs (or equivalent officers), with the senior-most officer acting as Chairperson.
3. *Premature Transfers (within two years):*
In respect of officials up to HSG-II cadre transferred within two years of their presentshallower posting, the DPS shall continue to be the approving authority.
4. *HSG-I & HSG-I (NFG):*
For HSG-I and HSG-I (NFG) cadres, the DPS remains the approving authority for transfers and postings.
