Withdrawal of cash – Weekly limit

Please refer to our circulars DCM (Plg) Nos. 1272/10.27.00/2016-17 and 1273/10.27.00/2016-17 dated November 13 and November 14, 2016, respectively. 

The banks are, hereby, advised that they may continue to allow their existing customers to withdraw cash from their accounts upto ₹ 24,000/- per week, till further instructions. 

The said limit include withdrawals from ATMs as stipulated in our circular DCM (Plg) No.1304/10.27.00/2016-17 dated November 20, 2016.

Exchange of Cash limit reduced to Rs 2,000 from tomorrow (17.11.2016)

NEW DELHI: The government today revised certain guidelines for the withdrawal of cash, limiting counter exchange of old Rs 500, Rs 1,000 notes from Rs 4,500 to Rs 2000 starting from tomorrow. 
Government also allowed farmers to draw money from banks against loans sanctioned to them to buy seeds and fertilisers in the ongoing sowing season, as it responds to criticism against the move to cancel high-value rupee bills. 
Farmers will be able to withdraw up to 25,000 rupees per week against their crop loans, Economic Affairs Secretary Shaktikanta Das told reporters, adding the time limit to pay crop insurance premiums has also been extended by 15 days. 


Millions of Indian farmers, however, have no bank accounts and depend on local moneylenders to fund sowing. 
"One member of the family, be it father or mother can withdraw upto Rs 2.5 lakhs for a wedding," said Das. 

Key takeaways from the conference: 

  1. Government has decided that time limit in crop insurance premium cases will be extended by 15 days. 
  2. Government decides that farmers can withdraw Rs 25000 per week from a/c where farmers receive either by cheque or which is credited by RTGS. 
  3. For wedding ceremonies, upto Rs 2.5 lakh can be withdrawn from the bank account which is KYC compliant. 
  4. For over the counter exchange of old Rs 500/1000 notes, with effect from Nov 18, Rs 4,500 limit will be reduced to Rs 2000 from tomorrow. 
  5. One member of the family, be it father or mother can withdraw upto Rs 2.5 lakhs for a wedding. 
  6. Task Force held a meeting and a road map has been formed to re-calibrate all ATMs; sure that it will be done soon. 
  7. Central government employees up to Group 'C' can draw salary advance up to Rs 10,000 in cash that'll be adjusted against their November salaries. 
  8. Kisan Credit Cards will be subject to same new limit. 
  9. There is enough cash available with Govt, no cash crunch. 
  10. Currency printing presses operating at over 100 per cent capacity. 
  11. Mandi traders can withdraw upto Rs 50,000 per week.

Sub:    Demonetization Scheme of Government of India. Problems being faced         by the Staff in POs-Reg.

Sir,

            Under demonetization scheme, Post Offices have also been entrusted work of deposit and exchange of withdrawn old series currency notes of Denomination of Rs. 500/- and 1000/- on par with Banks. There is vast difference in the infrastructure and facilities between Banks and Post Officers.

2          The problems being faced by the staff are mentioned below:

            (i)         There is no note counting machines in most of the Sub Post Offices. As the cash is coming for deposit in huge quantity so the counting machines are required in each Sub Post Office. This process will continue upto 30th December, 2016 and there is possibility that the Government may extend the date, so the counting machines should be supplied as early as possible.

            (ii)        Fake currency detecting machines are  also  required to detect the fake currency notes  because  due to heavy rush it will be very difficult for staff  working on counters to identify the notes so the poor postal employees may be safe  guarded to become victim of loss.

            (iii)       The working hours of Post Offices have been fixed from 8 a.m. to 8 p.m. This is totally impractical and harassment of staff particularly for those who are working in SOs .As in SOs there is no cash remitting facilities. Cash to SOs is supplied from HOs. No where cash reaches at 8 A.M. For remittance of cash to and from SOs, no proper arrangement has been made by the local authorities. Remittance of cash by the staff working in SOs to HO in late hours is very risky as there are no safety arrangements. Necessary instructions in this regard may be issued to all concerned.

            (iv)       All single handed sub post offices should be provided one additional hand till the finalization of this demonetization scheme so that other works of Pos may also run smoothly.

            (v)        Orders should be issued to accept WOS notes for other Government deposits like PLI/RPLI and other SB Schemes etc because when one person in single handed  SO is giving WOS notes to deposit or exchange in one side and if it is refused to deposit in PLI/RPLI and other SB Schemes , it is accepted  this becomes cause of quarrel. So necessary orders may be issued in this regard.

            (vi)       Proper security arrangements should be made in all Pos and particularly, for lady employees working in SOs at far off places should be provided conveyance facility with security in late hours.

            (vii)      For extra working hours and for holidays and Sundays remuneration at par with Banks should be paid to the all postal employees deployed in this work. It has come to our notice that Banks are paying award @ Rs.3000/- per day to officers and @ Rs.2000/- per day to subordinate staff and lunch & dinner allowance @ Rs.500/- per day.  Same may be paid to Postal Employees.

            (viii)     The huge amount of WOS notes is being accumulated in the Treasuries of HPOs with whom remitting is made and the SBI is refusing to accept the same Therefore, it is requested that the higher authorities of RBI and SBI should be contacted to cause the orders for their branches  to accept the WOS Cash from HOs so that surplus cash may be cleared from the treasuries of HPOs.

            It is therefore, requested to kindly cause suitable action on all above mentioned problems so that the aggrieved Postal Staff may get some relief.

            Directorate vide order cited above, issued instructions to all the offices about the procedure to be followed to exchange Withdrawn Old Series bank notes and their deposits in to POSB accounts. Further in continuation of the above orders it is also intimated through mail that “IT IS TO CAUTION EVERY POST OFFICE THAT " BETWEEN 10.11.2016 TO 24.11.2016 ONLY RS.4000/- CAN BE EXCHANGED BY A PERSON AT YOUR RESPECTIVE OFFICES. NECESSARY STEPS MAY BE TAKEN TO TRACE THE DEPOSITORS/ EXCHANGERS AND AVOID MULTIPLE EXCHANGE TRANSACTIONS BY THE INDIVIDUALS BY MAINTAINING THE RECORD OF KYCs SUBMITTED BY THEM”.
            It is to submit that in the heavy crowd at the counters is it literally not possible to check and avoid multiple exchange transactions of an individual by the counter staff without any assistance of software or technical guidance/solution. It is highly impossible to check and avoid multiple exchange transactions of an individual by the counter staff while exchange of WOS bank notes. The record of KYCs submitted by the customers can be maintained by the post office staff. It is brought to your kind notice that most of the post offices are heavily crowded and all of them are covered with police protection. Despite providing of police protection at the post offices, at some post offices un towards incidents have been taken place due to heavy rush and long queues
Further it is to submit that some of the divisions issued instructions to maintain data in excel sheet and by using find option you can find the multiple transactions on a single name. But it is to submit that there is a possibility of getting one person once with adhar card and another with driving licence, voter id card or passport etc. In those events it is not possible to check the multiple transactions on a single name. It is also submit that by using find option in excel sheet we can find the list of entries with that particular name only. There is a possibility of persons having the same name or with the same surname also. More over in a crowded situation how can a counter clerk check all these exceptions. It is not  practically possible to check at the time of exchange.
It is further to submit that the bankers are not accepting the Postal remittances and also not supplying the required cash indent. At the same time the postal officials are also facing problem in counting the heavy cash and checking the fack notes.
            Therefore keeping in view of the circumstances explained above, it is requested to look in to the matter and do the needful and not to axe the postal staff for discharging their duties genuinely and honestly as the above checking is practically not possible by them. It may also please be ensured to supply the cash counting mechines and Fack note detectors to safe gaurd the staff.
            An early action in this regard is highly solicited.

1.       Why is this scheme?
The incidence of fake Indian currency notes in higher denomination has increased. For ordinary persons, the fake notes look similar to genuine notes, even though no security feature has been copied. The fake notes are used for antinational and illegal activities. High denomination notes have been misused by terrorists and for hoarding black money. India remains a cash based economy hence the circulation of Fake Indian Currency Notes continues to be a menace. In order to contain the rising incidence of fake notes and black money, the scheme to withdraw has been introduced.
2.       What is this scheme?
The legal tender character of the notes in denominations of Rs. 500 and Rs. 1000 stands withdrawn.  In consequence thereof withdrawn old high denomination (OHD) notes cannot be used for transacting business and/or store of value for future usage. The OHD notes can be exchanged for value at any of the 19 offices of the Reserve Bank of India or at any of the bank branches and at any Head Post Offices /Sub-Post Offices.
3.       How much value will I get?
You will get value for the entire volume of notes tendered at the bank branches / RBI offices/ Head Post Offices and Sub-Post Offices.
4.       Can I get all in cash?
No. You will get upto Rs. 4000 per person in cash irrespective of the size of tender and anything over and above that will be receivable by way of credit to bank/post office account.
5.       Why I cannot get the entire amount in cash when I have surrendered everything in cash?
The Scheme of withdrawal of old high denomination (OHD) notes does not provide for it, given its objectives.
6.       Rs. 4000 cash is insufficient for my need. What to do?
You can use balances in bank accounts to pay for other requirements by cheque or through electronic means of payments such as Internet banking, mobile wallets, IMPS, credit/debit cards etc.
7.       What if I don’t have any bank account?
You can always open an account by approaching a bank branch/post office with necessary documents required for fulfilling the KYC requirements.
8.       Where can I go to exchange the notes?
The exchange facility is available at all Issue Offices of RBI and branches of commercial banks/RRBS/UCBs/State Co-op banks or at any Head Post Office or Sub-Post Office.
9.       Can I go to a Branch Post Office to exchange old High Denomination (OHD) Notes.
          No.
10.     Need I go only to my post office where I have the account?
For exchange upto 4000 in cash you may go to any H.O./S.O. with valid identity proof.
For exchange over 4000, which will be accorded through credit to Bank/POSB account only, you may go to the bank branch/post office where you have an account or to any other CBS Post Office.
In case you want to go to a branch of any other bank/post office where you are not maintaining an account, you will have to furnish valid identity proof and POSB account details required for electronic fund transfer to your account.  Both the offices should be under CBS.
11.     Can I go to any Post Office for this?
Yes, you can go to any post office provided both the POs (where your account stands and where you want to deposit) are under CBS.
12.     Can OHD notes be accepted by non-CBS Post Offices?
          Yes, they can accept OHD notes for exchange upto Rs. 4,000 with identity proof.  Besides, they are also permitted to accept deposits of OHD notes in POSB accounts standing in their offices.  OHD notes shall not be accepted in these offices for POSB accounts standing in other offices.  All the conditions stipulated for identification/preparation of statement prescribed should be followed/submitted by these non-CBS offices.
13.     I have no account but my relative / friend has an account, can I get my notes exchanged into that account?
Yes, you can do that if the account holder’s relative/friend etc gives you permission in writing. While exchanging, you should provide to the post office, evidence of permission given by the account holder and your valid identity proof.
14.     Should I go to post office personally or can I send the notes through my representative?
Personal visit to the post office is preferable. In case it is not possible for you to visit the post office you may send your representative with an express mandate i.e. a written authorisation. The representative should produce authority letter and his / her valid identity proof while tendering the notes.
15.     Can I withdraw from ATM?
It may take a while for the vendor to recalibrate the ATMs. Once the ATMs are functional, you can withdraw from ATMs upto a maximum of Rs. 2,000/- per card per day upto 18th November, 2016. The limit will be raised to Rs. 4000/- per day per card from 19th November 2016 onwards.
 
16.     Can I withdraw cash against cheque?
Yes, you can withdraw cash against withdrawal slip or cheque subject to ceiling of Rs. 10,000/- in a day within an overall limit of ₹20,000/- in a week (including withdrawals from ATMs) for the first fortnight i.e. upto 24th November 2016.
17.     How much time do I have to exchange the notes?
The scheme closes on 30th December 2016. The OHD banknotes can be exchanged at branches of commercial banks, Regional Rural Banks, Urban Cooperative banks, State Cooperative Banks and RBI/and Departmental Post offices till 30th December 2016.
For those who are unable to exchange their Old High Denomination Banknotes on or before December 30, 2016, an opportunity will be given to them to do so at specified offices of the RBI, along with necessary documentation as may be specified by the Reserve Bank of India.
18.     I am right now not in India, what should I do?
If you have OHD banknotes in India, you may authorise in writing enabling another person in India to deposit the notes into your post account. The person so authorised has to come to the post office with the OHD banknotes, the authority letter given by you and a valid identity proof (Valid Identity proof is any of the following: Aadhaar Card, Driving License, Voter ID Card, Pass Port, NREGA Card, PAN Card, Identity Card Issued by Government Department, Public Sector Unit to its Staff)
19.     I am a foreign tourist, I have these notes. What should I do?
You can purchase foreign exchange equivalent to Rs. 5000 using these OHD notes at airport exchange counters within 72 hours after the notification, provided you present proof of purchasing the OHD notes.
20.     I have emergency needs of cash (hospitalisation, travel, life saving medicines) then what I should do?
You can use the OHD notes for paying for your hospitalisation charges at government hospitals, for purchasing bus tickets at government bus stands for travel by state government or state PSU buses, train tickets at railway stations, and air tickets at airports, within 72 hours after the notification.
21.     What is proof of identity?
Valid Identity proof is any of the following: Aadhaar Card, Driving License, Voter ID Card, Pass Port, NREGA Card, PAN Card, Identity Card Issued by Government Department, Public Sector Unit to its Staff.
22.     Where can I get more information on this scheme?

VERY IMPORTANT ! OUTCOME OF THE MEETING ON ALLOWANCES IN RESPECT OF DEPARTMENT OF POSTS

MEETING ON ALLOWANCES

A meeting on Department of Posts specific allowances was held with the Committee on allowances under chairmanship of Secretary Finance and secretary Expenditure. From Department of Post, Secretary (Post), Member (Personal), DDG (Personal), DDG (Estates) , DDG(Estt. & SR), Director Estt. attended the meeting. From Staff Side Com. R.N. Parashar, Secretary General NFPE,Shri Theagarajan, Secretary General FNPO & Shri S.K. Mishra , Secretary General, BPEF, participated in the  meetingMany other officers of DOP&T, Finance, Health Ministries also participated.                                                                 
           
Three meetings were held with Department and Administration and Unions after discussing threadbare came to conclusion and accordingly presentation was prepared which was presented before the Committee. Secretary (Finance) shown much interest and he asked so many questions and raised queries on each allowance and asked the Department to submit a report on financial implications.

The meeting was concluded in a very co-ordial manner and we should hope for positive outcome. On the following allowances we submitted our proposal which is mentioned below:

          Fixed Monetary Compensation to Postman:

            Proposal: Not to abolish the allowance. It is proposed to grant Rs.300/- per day for additional full beat and Rs.150/-  per day for sharing of beat(half beat) and further proposed to increase by 25% every time when DA  reaches at    50%.(Department earlier proposed that allowance as Rs.200/- and Rs.100/-         but on the demand of Federations, now it is proposed  same as Rs.300/- and   Rs.150/-.

          Special Allowance to PO & RMS Accountants:

            Proposal: The allowance is required to be continued as this special allowance has been sanctioned in lieu of higher pay scale. If abolished, one  increment is to be allowed on promotion which costs more to the Department.Therefore, it is proposed to grant special allowance equivalent to one     increment which will be kept separately and not to be added in the basic pay.Other conditions applicable to present allowance will remain in force. (i.e. if      this allowance  is drawn for three  years it will be  added to basic pay while pay fixation on promotion.)

          Cycle Allowance to Postman:

          Proposal: Must be retained while doubling the amount to Rs.180 p.m. and         further increase by 25% every time the DA increases by 50%.

          Cash Handling and Treasury Allowance:

            Proposal: The Cash Handling Allowance should be retained and     need to           be doubled and further increase by 25% every time the DA increases   by 50%.

           Fixed Medical Allowance:

            Proposal: 33 Postal Dispensaries may be merged with CGHS.All Postal Pensioners irrespective of their participation in CGHS while in     service should be covered under CGHS after making requisite subscription.Till such time, the FMA may be allowed @ Rs.2000/- per month enhancing from Rs.500/- p.m.  being paid at present.

          Headquarter Allowance:

Proposal: Proposes to retain the Headquarters Allowance at the uniform rate of 10% of the basic pay subject to ceiling of Rs.9000/- per month.

         Overtime Allowance:

 Proposal: Department recommends to grant additional duty allowance in lieu of OTA in operative offices only  for performing additional duty of absentee official.

It is proposed  Rs. 100/- per hour maximum of three  hours in a day and further  increase by 25% every time the DA increases by 50%.

Besides these we demanded S.B.Allowance and Supervisory allowance to be continued and enhanced proportionately.
